On June 19, 2013 at about 10:35 p.m. officers were dispatched to the 600 block of South Oak to investigate a robbery report. The alleged victim told police that the suspect and another person drove away from the scene after taking money. The vehicle and occupants were located by a Franklin County Sheriff’s Deputy on U.S. 59 Highway north of Ottawa. During the initial investigation, officers discovered the robbery was related to a possible prostitution incident.
Officers arrested Jalisa Simms, 23-year-old female from Kansas City, Missouri for Prostitution.
Officers following up the initial robbery report determined it was a false report. On June 20, 2013 at about Officers arrested Zauri Phirtskhalaishvili, a 21-year-old male from the Republic of Georgia for Filing a False Report and Patronizing a Prostitute. Phirtskhalaishvili was also held on a detainer from the Immigration and Customs Enforcement office after the investigation determined he was in violation of a student visa.
The initial investigation indicates the incident was coordinated through an online escort service.
Officers continue to follow up with additional with witnesses but do not anticipate additional arrests related to the case; it is believed to be an isolated incident.
