The city council Tuesday night approved a new ordinance that will force sign owners to dim  electronic message boards…   and change their programming to make them less flashy.

This is something that’s been in the works for months now.  The new city law bans “flashing”, “strobing”, “bouncing” images…  anything that’s going to catch your eye… and possibly distract drivers..

The director of Topeka’s planning department says the goal was to make streets safer and prettier.
