State regulation on keeping distemper out of public eye

A deadly outbreak of a disease targeting dogs in Emporia has got a lot of attention this week.

Distemper has led to the death of dozens of dogs in the Emporia Animal Shelter and now a temporary, emergency shelter has been set up at the fair grounds but the shelter didn’t have to make it public

Kevin Boughton reports on the state regulation that allows the disease to exist out of public eye.
